The Cottage, Chartroom, Privy and Upper Lighthouse were built in 1859 on Middle Island near the present breakwater. In 1871 the entire complex was dismantled, ferried to the mainland and re-built here on Flagstaff Hill. The forward or Obelisk light was originally on the beach and was moved to its present position at the same time.
This area also incorporates the Lower Lighthouse and the Warrnambool garrison Area.
